HCS exam is conducted in 3 stages mainly (Prelims, Mains, Personality Test) where lakhs of individuals appear every year for just a handful thousand positions in the administration.  The Mains stage of the HCS exam expects a  candidate to choose optional subjects and selection of the optional subject can make a lot of difference.
